Emergency at Love Canal

This memorandum to President Jimmy Carter recommends Federal assistance to relocate about 750 families from Love Canal, New York, near Niagara Falls, where a school and hundreds of houses had been built on top of 21,000 tons of toxic material. The next day, President Jimmy Carter declared Love Canal the first man-made national emergency.
